Dear Sir,

I deem it proper to lay before you a history of the facts connected with the Hume House at Portsmouth occupied by Capt Lucas late C.S. in U.S. Army. This house it appears was in possession of Capt Lucas previous to a date in the month of July last. On that day Col Dulaney called upon me and said that Capt Lucas was going out of the U.S. Service & that he Col Dulaney desired to obtain it as soon as it should be turned into the Bureau. I gave my unqalified promise that Col Dulaney should have it  A few days afterwards Capt Lucas called to see me and desired to retain the house.
I will also state, that previous to Col Dulaney's engagement Lucas Blunt & Dudley called at my office on Sunday and made their wishes known to your clerk Mr Hand but never
