I have the honor to acknowledge the receipt of a copy of extract from a "Report" to Maj. Genl. O. O. Howard, Comr. Bureau R F. and AL. from Bvt. Maj. Genl. Wager Swayne, Asst. Comr. Bureau R.F. and A.L. for the State of Alabama, dated Montgomery, Ala, Febry. 6th. 1867 with exhibits &c bearing the following endorsement.

Viz: - Respectfully referred to Bvt Maj. W. A. Elderkin
"Richmond, Va. for full and immediate report"
"and to explain why he gave vouchers"
"for articles before they were received"

In obedience to the instructions above quoted I would respectfully submit the following Report. viz;

On the 26th of Oct. 1866 I received at Mobile. Ala. from Genl. Swayne, a letter (copy herewith, marked "A") informing me of my selection as purchasing Commissary to procure and distribute Corn and Bacon for the destitute of Ala. under the direction of the Bureau RF and A.L. and giving me certain directions to follow - as Genl. Swayne was, at the time, Military
