Portsmouth Va Sept. 9th 1865

Col O. Brown,

Dr Sir,
I have to day handed to Capt. Johnson an application, (in conformity to the late order of Genl Howard) for the restoration of my farm, situated on the Western Branch, and rented by you as Commr. of the Freedsman Bureau, to Mr. Armstrong. I have delayed to apply earlier, because you had assured me that you would turn it over to me at the end of this year, and believing you would do so, I should not have made a formal application, but for the order alluded to above. My wife and daughters are still refugees in North Carolina, I having no home for them; and you are aware that a large and valuable quantity of Timber & wood was cut and carried off said farm for the uses of the U. States

Therefore I hope and believe, you will give my application an early and favourable consideration, and much oblige
