Sir-
I would respectfully set forth, that since the withdrawal of the troops from the city of Manchester The colored people have very little or no protection whatever. They are arrested for the most trivial offenses whatever and fined- one of our colored citizens a most respectable man in the employ of Mr Shorter, was shot in the suburbs of the city in broad day light without provocation by two white men, he is not yet dead- nor are the men yet arrested- he was shot on his way upon returning from market- in the mouth  Another was found dead in the street- on last week there is no doubt but  foul play has been practiced on him  A colored man who is a noted whip cracker was arrested the other day for cracking his whip in the street and fined and threatened if he did not pay it they would enforce the law upon him  I presume have him lashed at the public whipping post as in days of yore- The man fined was a Driver in the United States employ
