Asst Comr of Freedmen

I am notified by telegram from Gen Gordon of the removal of a large number of destitute freedmen from Weldon NC to Suffolk under circumstances that occasioned great suffering. You will provide for these people at once. All such removals are prohibited. Any change of considerable numbers of the people from one dis't to another will only be made on agreement of the respective commissioners or as ordered by me
