Asst Comr Bur Refugees Freedmen &c.

Report immediately by telegram & by letter what you deem a fair compensation for freedmen labor over & above clothing food medical attendance and without such within the limits of your Dist. Classify as well as you can for example able bodied men & women & children above twelve years of age. Answer without regard to the old masters ability to pay in cash it being advisable to secure payment in rent or crops or in land
