Gen Hartsuff may regard the officers of the beaura in which ever light he chooses, provided he funds lands &c required [[strikethrough]] they [[/strikethrough]] by the law & regulations be placed in his the officers hands and provided he does not impede him in carrying out instructions from yourself & in making report &c  The Gen'l would hardly wish himself to be responsible for the work we are obliged to do.  In matters of discipline or those purely military he should be under the Genl's  supervision but as Agents are obliged often to act in more than one District or Dept. it will not be advisable to make the rule the general that Agents shall be staff officers
