Norfolk July 7, 1865

Colonel O. Brown Asst Commissioner
Richmond

Colonel

I respectfully withdraw my resignation as Asst Supt of 1st Sub Dist tendered 1st Inst. should its withdrawal meet your approval

In explanation allow me to say my reasons for the step were various_ I really feel unable singlehanded to carry out the multifarious duties of the position in a manner satisfactory to myself_ Since the discharge of the reliable men from Eastern regiments I have had but three overseers on whom I could depend Forsyth Armstrong & Seward and the two former leave next if not this week. Under the careless inexperienced and in many cases even worse men detailed to supply the places
