Office Asst Supt & med
Fredericksburg Va Feb 1st 1866

Respectfully returned to Capt Crandon with the following information & report.

I only know that when I reported to this place for duty Dec 9th, 65 I found Dr. Jones attending the sick Freedmen here, and upon inquiry I also found that he was acting in good faith & only upon verbal instructions from the Dist Commanders, continuing to do so until relieved by Surgeon Harris, from Richmond Dec 20"/65

I am convinced that he rendered good service which was absolutely required at that time, and was rendered upon the supposition that the encouragement given him by the Dist Commanders would be sufficient guarantee for his pay.

Very Respectfully
Wm R Morse
