Respectfully returned. There is nothing in the report, and endorsements, on these papers to induce me to approve this account. The former Superintendent of the Bureau at Fredericksburg Va. states, expressly, in the enclosed letters of January 30", that this officer was doing this duty without compensation. He was at the same time engaged in general practice. You pay but $100. per mo to experienced Surgeons who devote their whole time to the duties they assume. There was no contract or agreement of any kind to pay this Physician.

Had he not been employed and paid for the same duties by the military authorities, I would not feel at liberty to approve any account he might render for service, as it would establish a precedent that would be injurious to the service.
