Major I have the honor herewith to enclose a statement as requested by you regarding my services rendered to the Freedmen of this city also in reference to communication from Dr De Lamater Medical Director of R.F. & A.L. Richmond Va. In response to your reference of January 10th 1866 of my application for compensation for services and medicine furnished the Freedmen at Fredericksburg I have to say. I. That I do not claim compensation as a contract officer according to your definition - that my services were rendered at the instance and request of the Military Authorities here - and were satisfactory as proved by the approval of the officers in command as endorsed on the enclosed
