Respectfully returned Lt Col O Brown, calling his attention to the following points viz:

I have no Official or other knowledge that this office ever had a contract. It is not stated on the face of the account that he had sent, nor the authority by which he did this service. Nor do any papers accompany the account showing these facts.

Under these circumstances I cannot under orders I am acting under approve it. I suggest that it be returned for this information in some Official form. I have a list, from Col Simons of the Med officers under contract with the Mil Authorities whose pay since June 1st is expected to be provided for by the Bureau. This officers name is not among them.

On being urged to assign a Med Office to duty at Fredericksburg I was informed that one was needed for the reason that Freedmen were dependent there no such voluntary aid as local Physicians saw fit to bestow, which was uncertain that there had been but little demand for aid during the Summer and Fall, but would be more with the advance of Winter. It was this statement that there was no authorized officer there, that induced me to send one. I received the impression, also, that more than one Med Officer rendered voluntary service there and their bills may come in. But if the account is paid
