General,

I have the honor to [strikethrough] request [/strikethrough] receive [strikethrough] that the [/strikethrough] therein rank of Brevet Major in the [strikethrough] Army of the United States [/strikethrough] Volunteer Service be conferred upon 1st Lieut Jno. H. Keatley 104th Regt. Pa. Vols now on duty in this Bureau for the following reasons.

In the distribution of this rank not an officer in that regiment has ever received this mark of approbation of his service.

In the summer of 1862 Lieut Keatley enlisted as a private soldier in the 125th Regt Pa Vols.  This regiment participated shortly after its organization, in the bloody battle of Antietam.  Previously he was made Sergeant and at the above battle Sept 17/62 had command of his company, one company officer having been wounded and the other two abandoned the field.  He continued in command until Sept 19th when the injured officers returned to duty.  This regiment lost 168 in killed & wounded
