Since the latter period he has been on duty in this Department, and I take pleasure in saying that no young officer in the service has been [[Strikethrough]] so [[/Strikethrough]] more loyal [[Strikethrough]] so [[/Strikethrough]] more conscientiously devoted to the public service, nor  or [[Strikethrough]] has [[/Strikethrough]] labored more zealously since [[Strikethrough]] in [[/Strikethrough]] this Bureau has been organized to make it useful and successful. He has labored day and night to aid in establishing it and in his zeal to see it succeed has thrown away the opportunity to be examined for a higher position. He had permission to appear before Gen. Casey's Board, but would not take the time from his duties and the Board dissolved before a leisure moment came. He had also permission to appear before the Board organized in your Dist to examine candidates for commissions in the Regular Army during the Command of Brig. Gen. Gordon. His time was occupied unjustly by another officer and before another opportunity arrived the Board was dissolved by the removal of Gen. Gordon and Lieut Keatley's application has fallen to the ground. I [[strikethrough]] think [[/strikethrough]] would recommend in view of [[strikethrough]] all [[/strikethrough]] these facts that this recognition of the services of Lieut. Keatley [[strikethrough]] should [[/strikethrough]] be given and [[strikethrough]] I think [[/strikethrough]]
