Dear Sir
I was reported on the 25 in as supernumerary and the same day, appointed by Dr Craver to special duty in Portsmouth.

Said I should remain as I was for the present.  My application was returned "disapproved" by Gen Miles. ie for DeLamater Hospital.

I think it is important that a good man, one who will do justice and jusly with the Colored people here should be appointed to this City.
