My dear Sir
   I cannot longer resist the fearful conviction that it is in vain to expect protection to the Freedmen in the prosecution of their interests, under the reconstruction policy, so called of the President or that the Bureau can much longer assure the purpose for which it was designed until Congress meets and by needed legislation thereafter can aid the Bureau is it good work.
But to waive this subject I feel it my duty to complain
