precisely as it is. 
    They have chaged me,as their representative,to make certain representations to you but I prefer that they give their own account.
     I can only un [[?]]  [[?]] to say that the condisiton of affairs, as between the freedmen and the white people, is most deplorable.  All is disorder, riot, theft, and law lessnes, and what is still more deplorable,then, is perfect impunity. There is no law or tribunal to punish
