I deem it proper to  inform your Department that much inconvenience is felt in this community from the difficulty in obtaining labor, though there is a super abundance of it, and still more from the want of [[?]]ulation requiring the freedmen to observe their contracts.  In consequence of the two difficulties, particularly the latter, I am preparing
