I understand you are to become the Superintendent of Negro Affairs in Petersburg. Now Sir, unless this money be paid on or before the 3 August, I shall send a copy of this letter to Col. O. Brown, Richmond, that he may judge whether you are a proper person to be entrusted with public money.

I have not forgotten that you were a defaulter in your January Account as Asst. Provost Marshall, a record of which I saw last week in Col. James' office, Richmond, and I have been informed that the same thing occurred in your collections for May.
