Sir; 
At the request of James Lord Asst Superintendent of Freedmen &cc 1st District of Virginia. I have the honor to state the following facts in reference to the loyalty & standing of Francis H. Smith + his charges against 1st Lieut Bowman 3rd Penn Artillery - 
Francis H. Smith is + ever has been an avowed Secessionist, when appointed by Lt Col White Auditor of Acc'ts on this shore, his avowals of sympathy for rebels + the rebellion were so open + offensive that two investigations were ordered into into his conduct. I appeared before one board thus sitting + gave testimony against him.
His connection with the financial affairs of this shore is I am told undergoing investigation. 
As Auditor of Public Acc'ts it was clearly his duty to have reported Lieut Bowman for defalcations if any existed, + if the money was public money to have
