Hospital Freedmen

At the instance of Jas Lord Asst Supt Freedmen 1st Dist Va I have the honor to state, That for some months past I have performed the duties of Medical Inspector, Asst Supt of Freedmen's affairs and Surg in charge of Hospitals. During that time I have known Frs. H. Smith. I have ever recognized & known him as an avowed "Secessionist," and in hearty sympathy with the rebellion, & his testimony against an Union Officer. would be the result of his hatred & animosity to the Federal Government. 

That Frs. H. Smith has attempted to swindle the Bureau of Freedman's affairs is apparent from the vouchers or papers in Captain Flagg's hands
