now being collecting by the agent of the Freedmens Bureau, without any allowance in  my favor.  I am a returned Refugee residing at this place, and I hold the Pardon of the President, dated 3rd July 1865.  I beg that you will instruct me as to my rights and duties in the premises, and communicate such orders as will enable me to receive what is my due, and what is being paid to others in like condition.
