nor feed one half of their former slaves, hence the small pay offered and that only for the best hands a part of the season. Others are driven off. 
The abuses about rations to whites & blacks also the outrages of soldiers I am assured will be corrected. 
Capt. Barnes, now fully empowered, I think will apply the remedy to every wrong under his control, and only needs the aid of the Government in disposing of the excess of the colored people, who have, and can, get no employment here for the next 9 months. 
They are all wanted elsewhere, and only lack the necessary arrangements and transportation to relieve the government from their future support. 
Rev. Mr. Gloucestor of Brooklyn N.Y. who has been here some time superintending some schools, now closed, will call on you soon at my request to make further explainations. He says he can find openings for them quite largely if you can provide transportation to such places as need them
There are large numbers of able bodied men among them. I expect to start for Lynchburg tomorrow morning. I have the honor to be Very Respectfully
