I have the honor to enclose herewith a letter &c from Rev. M. St. John. By it I think you will be satisfied that the way is open for a large business with the association in behalf of the surplus negros in Virginia.

Would it not be well to inform Capt. Barnes Capt. Lacy and others that the way is open and if the planters are not ready to employ and use them well (the negros) that you will turn them over to the associations with a few rations and transportation and thus save the govt from their support and protection hereafter.

I expect you must have heard from Washington, Baltimore and Philadelphia re this, so as to understand about what can be done all round.
