Washington, Nov. 14th 1- 1865.
Col. O. Brown,
Dear Sir;
I find that there in an inquiry here on a point which you suggested, viz:- as to Mrs. Allan's husband.-
I have written to her to get me some additional evidence, and to consult with you about it.- In order that you may understand what is wanted, I will state it to you,
1st I want evidence to show that she is the lawful owner of this plantation and property.- The affidavit of MR. James Lyons, which Mrs. Allan can easily procure, I think would be sufficient.
2nd I desire evidence to show that her husband is and has been loyal, Besides his Oath of Allegiance, I do not know what would be necessary, perhaps it were possible to obtain the affidavit of some Union people, or Slaves who had been in Richmond during the war. - If anything of that kind could be got, it would be desirable.
I shall remain here until
