So far as any jurisdiction of this Bureau extends over it, the property of James Murdaugh, consisting of a house and lot situate at the North East corner of Crawford and London Streets in the City of Portsmouth Va, is restored to him with all the rights and privileges of ownership upon the following conditions Viz:-

1st The Property will be turned over to James Murdaugh upon the Expiration of the lease to any third party or parties, if any exists

2nd That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued.

So far as any jurisdiction of this Bureau extends over it, the property of Miers. W. Fisher, consisting of a tract of lands containing one-hundred and ninety-nine and three quarters (199 3/4) acres, situate near Eastville, in Northampton County, Va, and known as "Pocahontas", also a farm containing four-hundred and nineteen and two thirds (419 2/3) acres, situate in Northampton County, Va, also a tract of lands containing two-hundred and sixty-eight & one-half (268 1/2) acres, situate in Northampton COunty, Va, and known as "Woodbury" is restored to him with all the rights and privileges of ownership, subject to the requirements of Circular No. 3. C.S. War Dept. Bureau R.F. and A.L. and upon the following conditions Viz:-

1st The Property will be restored to Miers W. Fisher upon the Expiration of the lease to any third party or parties if any exists.

2nd That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued. 

VIII Capt. B. C. Carter, A.Q.M. is hereby relieved from duty as Superintendent 8th District, Bureau of Refugees, Freedmen and Abandoned Lands, State of Va, and will report to these Head Qrs. in person.

IX Capt Henry A. Eastman, 11th Conn. Vols, having reported for duty in this Bureau in compliance with S.O.39 dated Head Qrs, S.W. Va, is hereby assigned to duty as Superintendent of 8th District, relieving Captain Carter, who will turn over to him all property and papers belonging to this Bureau, in the above-named District.
