situate, lying and being on the right bank of the Eastern Branch of Elizabeth River, in the County of Norfolk Va, is restored to him, with all the rights and privileges of ownership, subject to the requirements of Circular No 3. C.S. War Dept, Bureau R.F & A.L. and upon the following conditions, viz:-
 
1st The property will be turned over to F. M. Holstead, upon the expiration of the lease to any third party or parties if any exists.

2nd. That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued.

II. So far as any jurisdiction of this Bureau extends over it, the property of Augustine M. Tabb, consisting of half of a house and lot, situate at the South East corner of South and Effingham Streets, in the City of Portsmouth, Va, is restored to him with all the rights and privileges of ownership upon the following conditions.- viz:-

1st. The property will be turned over to Augustine M. Tabb, upon the expiration of the lease to any third party or parties if any exists.

2nd. That nothing in this order be construed as entitling him to compensation for damages to the property, or rents which may have accrued.

II So far as any jurisdiction of this Bureau extends over it, the property of Chas Harris consisting of a lot of lands, situated on the East side of Talbot Street in the city of Norfolk Va also a piece or parcel of land situated on the East Corner of Virginia Ave and Hampton Streets, on the Ocean View Company's lands, in Norfolk Co. Va. is restored to him with all the rights and privileges of ownership subject to the requirements of Circular No 3. C. S. War Dept Bureau R. F. & A.L. and upon the following conditions.  Viz:-
1st The property will be turned over to Chas Harris upon the expiration of the lease to any third party or parties if any exists 
2nd That nothing in this order be construed as entitling him to compensation for damages to the property or rents which may have accrued.

II So far as any jurisdiction of this Bureau extends over it, the property of Emily Graves consisting of two houses and lots, situated at the Western extremity of Washington & County Street in the City of Portsmouth, Va, is restored to her with all the rights and privileges of ownership, upon the following conditions. Viz:-
1st The property will be turned over
