1st- The property will be turned over to Dr. F.W. Power, upon the expiration of the least to any third party or parties, if any exists. -

2nd- That nothing in this order be construed as entitling him to compensation for damages to the property or to rents which may have accrued. -

I....So far as any jurisdiction of this Bureau extends over it, the property of D.J. Goodwin, consisting of a house and lot, situated on the West side of Court Street, in the City of Portsmouth, Va, also a tract of land in Norfolk County, Va, is restored to him with all the rights and privileges  of ownership, subject to the requirements of Par. 8 Circular No 15, War Department, Bureau R. F. and A. L. and upon the following conditions, Viz:-
1st. The property will be turned over to D.J. Goodwin, upon the expiration the lease to any third party or parties, if any exists. - 
2nd. That nothing in this order be construed as entitling him to compensation for

I....So far as an jurisdiction of this Bureau extends over it, all the property of Parker West, held by this Bureau as abandoned land, and which has not been libelled for confiscation in the U.S. District Court, also that against which the proceedings in said Court shall be dismissed, is restored to him with all the rights and privileges of ownership, subject to the requirements of Par 8. Circular No 15. C.S. War Department, Bureau R.F. and A.L. and upon the following conditions, Viz: 
1st- The property will be turned over to Parker West upon the expiration of the lease to any third party or parties, if any exists.-
2nd- That nothing in this order be construed as entitling him to compensation for damages to the property, or to rents which may have accrued. 

II...So far as any jurisdiction of this Bureau extends over it, the property of Henry Tabb, consisting of a house and lot, situated at the N.W. corner of Washington & Graff Streets, in the City of Portsmouth, Va, is
