No. 16.

Hereafter all Medical Officers in charge of Freedmen's Hospitals in this State, will make out, and forward to the Chief Med. Officer of the State for his approval, on the 25th day of each Month, an estimate of the Amount of Hospital Fund required by them for use during the succeeding Month.

This estimate will specify the amount of Fund required, as also, the Articles and quantity of each, necessary as near as can be approximated.

The Money will be paid by Commissaries on presentation of the accounts approved by the Chief Med. Officer with proper vouchers.

If from special circumstances which may cause an unexpected increase of the number of patients, the estimate shall be found insufficient, a special one may be made at any time, and forwarded for approval, with a statement of the causes which render it necessary.

I. So far as any jurisdiction of the Bureau extends over it, the property of Smith S. Nottingham, consisting of a tract of woodland, situated in Northampton County, State of Va, is restored to him with all the rights and privileges of ownership, subject to the requirements of Par. 8, Cir. 15, Series 1865, War Department, Bureau R.F. and A.L. and upon the following conditions, Viz:

1st. The property will be restored to Smith S. Nottingham, upon the expiration of the lease to any third party, or parties if any exists.

2nd. That nothing in this order be construed as entitling him to compensation for damages to the property or rents, which may have accrued.
