September 3rd 1866.
I.. So far as any jurisdiction of the Bureau extends over it. The property of Stafford G. Cooke consisting of a tract of land containing two hundred (200) acres more or less, situated in Warwick County. Va. is restored to him  
with all the rights and privileges of ownership subject to the requirements of Par 8 Cir 15. Series 1865 War Department, Bureau R.F. and A.L. and upon the following conditions. viz:
1st..The property will be restored to Stafford G. Cooke upon the expiration of the lease to any third party, or parties if any exists.
2nd That nothing in this order be construed as entitling him to compensation for damages to the property or to rents which may have accrued. -

I.. The counties of Rockingham, Page, Shenandoah, Warren, Frederick, Clarke, Berkley and Jefferson, having been transferred to the jurisdiction of the Asst Commissioner Dept of the Potomac shall hereafter be known as 9th Dist Bureau R.F. and A.L. Dept Potomac. Capt and Bvt Maj J.H. Remington Supt. with Head Qrs at Winchester Va
All officers on duty in the counties named will report by letter to Maj Remington for instructions.-

II..Leave of absence for ten (10)days, to go out of the Department is hereby granted the following named officers.  - 
2nd Lieut. James Drysdale V.R.C.

III..Captain and Bvt Major Geo Q. White Chief Q.M. and F.A. Bureau R.F. and A.L. will proceed to Alexandria. Va to attend the transfer of public property to this department-
This duty having been completed  Maj White will avail himself of the leave of absence granted him by Par.1  S.O. 17 C.S. Head Quarters Department of the Potomac-

Superintendents will at once forward to these Head Quarters a full and complete list of dependent Freedmen to whom rations are issued, and who are not residents of the Counties in which they receive support, excepting, such as in Hospitals and Orphan Asylums.
