September 7th 1866
I..Leave of absence for twenty (20) days, to date from the 24th inst. is hereby granted the following named officer to go out of the Dept.
1st Lieut F.L. Massey V.R.C.
On returning to duty Lieut Massey will Report by letter to these Head Quarters.

II.. So far as any jurisdiction of this Bureau extends over it, the property of Dr. William U. Anders situated at Navy Hill, near Richmond. Va is restored to James Alfred Jones, his Attorney in fact, with all the rights and privileges of ownership upon the following conditions viz:
1st the property will be restored to James Alfred Jones Attorney in fact, upon the expiration of the lease to any third party or parties if any exists.
2 That nothing in this order be construed as entitling the owner to compensation for damages to the property or to rents which may have accrued.

A board to consist of the following named officers will convene at the Head Quarters of the Asst Comr Dept Potomac at 10 a.m. on the 10th instant or as soon thereafter as practical to investigate the case of Agnes Peters cold [[col'd]], who claims a piece of property in Richmond Va for which she claims to hold a deed and which is now in the possession of Capt Tyler who she alleges has no legal right to it.-
