September 15th 1866
I.. So far as any jurisdiction of this Bureau extends over it, the property of R.F. James consisting of a house and lot situated on the corner of Wolf and Avon Rds Norfolk. Va. is restored to him with all the rights and privileges of ownership. Upon the following conditions viz:
1st The property will be restored to R.F. James upon the expiration of the lease to any third party or parties if any exists.
2nd That nothing in this order be construed as entitling him to compensation for damages to the property or to rents which may have accrued.

II.. So far as any jurisdiction of this Bureau extends over it. the property of H.C. Howard deceased consisting of a tract of land containing one hundred acres, more or less, situated in Elizabeth City County, Va. is restored to Wm H. Curtis, Administrator with all the rights and privileges of ownership subject to the requirements of Par 8. Cir 15 series 1865. War Department, Bureau R.F. and A.L. and upon the following conditions viz- 
1st The property will be restored to Wm H.Curtis administrator, upon the expiration of the lease to any third party or parties if any exists.
2nd That nothing in this order construed as entitling the heirs to compensation for damages to the property or to rents which may have accrued. 

III...So far as any jurisdiction of this Bureau extends over the property of William Lee deceased consisting of four tracts of land situated in Warwick County, Va is restored to William Lee. Curator, with all the rights and privileges of ownership. subject to the requirement of Par 8 Cir 15 Series 1865. War Department Bureau R.F. and A.L. and upon the following conditions. viz

1st  The property will be restored to William Lee Curator upon the expiration of the lease to any third party or parties. if any exists.
2nd That nothing in this order be construed as entitling the heirs to compensation for damages to the property or to rents which may have accrued-

A Board to consist of the following named officers is hereby appointed to meet tomorrow at 10 o clock am or as soon there after as practicable. to fix the amount of rent and the time for which rent should be paid by the Bureau R.F. and A.L. for the building situated on the southwest corner of 8th and Broad sts Richmond Va. the property of Benajah Thomas deceased. recently occupied by the Bureau R.F. and A.L. as a Dispensary and Office of Chief Medical Officer.
