Schofield Asst Comr James A. Bates Bvt Lt. Col. V.R.C. A.A.A.G. Copy sent to Major Genl Howard Letter of instructions No. 5 September 26th 1866 Captain W.P. Austin Superintendent, Captain, The Asst Comr directs that hereafter in all cases occuring before the Freedmens Court, within your District, you will allow either of the parties to the suit, to select one member of the Court in place of either of the citizens regularly serving on the Court, if they choose to do so. In case any person so selected, is in your judgement disqualified from acting on said Court, you will delay the hearing of the case, and report the facts to these Head Quarters, setting forth fully the nature of such disqualification. So far as any jurisdiction of this Bureau extends over it, the property of William Portlock, deceased, and G.G. Williams, deceased, consisting of a tract of land known as Oak Grove, situated near the City of Portsmouth, Va. is restored to L.W. Williams, Atty in fact, with all the rights and privileges of ownership, subject to the requirements of Par 8, Cir. 15. Series 1865. War Dept Bureau R.F. and A.L. and upon the following conditions - viz: 1st the property will be restored to L.W. Williams, Atty in fact, upon the expiration of the lease to any third party, or parties, if any exists.- 2nd - That nothing in this order be construed as entitling the heirs to compensation for damages to the property or to rents which may have accrued.- * * * * * By order of Major Gen J.M.
