All applications of Officers, arising from the necessities of the freedmen, or requirements of a District or Sub-District, will be seperately made as a special requisition, or special request as the case may be, and not confined to request or suggestion in stated reports; if in the latter form, without the separate application above required, they will not receive attention. -

In carrying out the provisions of General Orders No. 11 C.S. Head Quarters Department of the Potomac, Officers of the Bureau will purchase the necessary forage and hire the help necessary to properly care for the animals taken up under said order. -

These accounts will be kept seperate from Bureau accounts, and such returns only made as are required from these Head Quarters. -

A Report will be made at the end

of each week, showing the number of animals received during the week, their condition, the amount and value of forage purchased, and the number, and rate of wages, of the employees. -

Department of the Potomac, will proceed without delay to the Natural Bridge, Rockbridge County, Virginia for the purpose of summonsing such witnesses as he may deem necessary in the case of the United States vs. James L. Watson.

This duty having been completed he will return to these Head Quarters.
