I.  .  Edmund M. Webber, Inspector Bur. R.F. & A.L, Dist. of Va., will proceed without delay to the Counties of Alexandria, Spottsylvania, Essex, Prince Geo, Westmoreland, Richmond, Northumberland, Lancaster, Matthews and Gloucester, and to Yorktown, Hampton and Fort Monroe, Va., for the purpose of inspecting Bureau affairs in these Counties and places._ This duty being performed, he will return to these Head Quarters._
