"as aforesaid, his gun and shooting apparatus; and his dog or dogs shall be killed, if the justice shall, in his discretion, so order. And when any person shall be convicted a third time of said offence, the justice rendering judgement therefor shall require him to enter into a recognizance, with sufficient security, for his good behaviour for twelve months; or, if he fail to give such security, commit him to jail for one month, unless it be sooner given. Such recognizance to be forfeited if such person offend, as aforesaid, within the time limited in the recognizance." 

III. It is believed that the change made in the Cove of Virginia by the above quoted legislation is little known or understood throughout the State, and it is obvious that in his ignorance a freedman innocent of evil intent may be deprived of his property and arms under authority of law. It is, therefore, made the special duty of the officers and agents of this Bureau to immediately and carefully instruct the freedmen within their several jurisdictions in the provisions of the foregoing order and the act of Assembly quoted, and to warn them against so acting as to expose themselves to the penalties which is supposed will be rigorously inflicted for any violation of the same.
 
IV. All cases arising under the statute referred to will be fully set forth in the Report ordered by Circular No 10, Series 1866, from these Hd Qrs.

The following "Circular Letter" from War Dept, Bur. R.F.& AL, is published for the information and guidance of officers and agents of the Bureau in this District:

(Circular Letter).
It appearing that certain parcels of abandoned lands are yet borne upon the returns of this Bureau in some of the States, and unconditional amnesty and pardon for participation in the rebellion having been declared by the President of the United States, it is directed that all lands and the tenements held by this Bureau as abandoned be restored to the owner thereof except in cases where the Government has acquired the title by due process of law. 

Where no claim is or has been made for the restoration of such property the person holding the "title of record" and the present occupants will be notified of the restoration, and the property will be dropped from the returns. 

This does not apply to "Confederate States" property.
