I. Under instructions received 
from the Head Quarters of the Bureau, the Sub-District, specified in Circular 33, from these Head Quarters will be designated as "Educational Sub-Districts" and all 
the Officers now detailed in charge of the same will be officially known and addressed as "Assistant Superintendents of Schools."

II. It will be the duty of the Asst. 
Superintendents to promote the educational interests of the freedmen in all practical ways. It is desirable that they teach them in public addresses and private conversation, the necessity that their children should be educated, and that they should aid in providing Schoolhouses, and in the support of Schools.

They will visit the Schools already in operation, cooperate with the teachers in securing a full and regular attendance of the pupils, in improving the discipline and instruction of the Schools, and in
supplying, as far as practicable, whatever may be necessary for their greater efficiency.
