Circular. No. 1.

II. In accordance with authority vested in me as Commissioner of the Bureau of Refugees, Freedmen, and Abandoned Lands, by an Act of Congress approved March 3, 1865, entitled "An Act to establish a Bureau for the relief of Freedmen and Refugees," I hereby set apart, for the use of loyal refugees and freedmen, the following mentioned tracts or parcels of land and other property within the State of Virginia, to which the United States has acquired title by confiscation, to wit:-

Loudon County
1. That tract of land formerly owned by William Saffer, situated in Loudon County and State of Virginia, two and one half miles east of Aldie, containing five hundred (500) acres, more or less, bounded on the North by the Little River Turnpike; on the East by land of Elisabeth Hutchinson; on the South by the "Diamond Hill Farm;" and on the West by the land of Jonathan Beard, and Mount Zion Church property.

2. That tract of land formerly owned by Robert A. Zah situated in London County and State of Virginia, one and one half miles east of Aldie
