4. 2d Lieutenant Robert Cullen Veteran Reserve Corps, is hereby mustered out and honorably discharged the service of the United States, to date November 30th, 1866, on account of his services no longer required.  He will receive no final payments, until he shall have satisfied the Pay Department that he is not indebted to the Government.
