3. 2d Lieutenant Byron E. Hess, Veteran Reserve Corps, is hereby mustered out and honorably discharged the service of the United States, his services being no longer needed.  He will receive no final payments, until he shall have satisfied the Pay Department that he is not indebted to the United States.
