3. Captain W. S. How, Assistant Quartermaster of Volunteers. is hereby relieved from duty in the Bureau of Refugees, Freedmen and Abandoned Lands, and will proceed to his place of residence, reporting thence by letter to the Adjutant General of the Army for muster out of service.
