It shall be the duty of the superintendent to take care of all refugees, and colored persons (not slaves) within the District; to cause an accurate census of all such persons, with their employment, to be taken; to assign in each county one or more farms as homes for the helpless and destitute of these classes; to make assignment of lands in his District as provided for in section 4th of the act to establish a Bureau for Refugees & Freedmen; to take the charge of all property within his District that may be set apart for educational purposes, collecting and turning over the revenue arising from such property to [[strikethrough]] the Asst.
