I.  A Board of Officers is hereby appointed to meet at the Office of Bureau of Refugees, Freedmen and Aband. Lands in Washington July 23rd 1866, or as soon thereafter as practicable, for the purpose of revising the regulations of the Bureau of R.F. and A.L. now in force in the Southern States. They will maturely consider all circulars and instructions that have been promulgated, and after taking into consideration the present relations of the Bureau to the Civil Governments of the States, the regular Military Organizations of the South and the conditions of all classes of people; they will make up, and submit for approval, a complete system of regulations on all subjects comming under the control of this Bureau. The Board will consist of the following officers.
