Sir:-
The following instructions are for the information of Medical Officers, serving in the District of Virginia in making returns of Medical and Hospital property.

Empty barrels, boxes, tin cans jars and pots must be accounted for the same as other property, and when they accumulate, can be disposed of by private sales on the order of the Surgeon in chief, the proceeds of which will be turned over to the nearest disbursing officer of the Bureau. and the receipt for the money forwarded as a voucher to this Office. When there are not a sufficiency of vials on hand, bottles can be used for dispensary purposes, in that case a certificate stating the fact will be forwarded as a voucher with the property returns.
