All Official papers, not reports must have with other proper endorsements, on the back of the same, a condensed statement of the contents of the paper. All papers that do not have the proper endorsement on their backs will be returned for correction.

When there are a number of papers to be sent to my Office at the same time, they should all, or as many as possible, be enclosed in a single envelope in order to save postage.

As one or more Medical Officers send to my Office, monthly a return of Medical and Hospital supplies, which is not required by any regulation or order, and fail to send the quarterly one, which is required; the attention of all Medical Officers is called to Circular No. 14. Head Quarters Bureau R.F. and A. Lands. Washington D.C. which they already have. but of which a second copy is now forwarded. Also the Circular No. 5 of the Surgeon General USarmy dated Washington D.C. August 3d 1865. attached to Circular 14. Bureau R.F. and A. Lands.

Medical Officers will examine these Circulars carefully, and if they have failed in any respect to comply with them, they will correct the error, from the com-
