Special Orders
No 20.

In accordance with authority from Col. O. Brown, Asst. Commissioner State of Virginia, the following is ordered.

So far as any jurisdiction of this Bureau extends over it, the property of Dr Thomas L. Warren, consisting of a tract of land situated in York. Co. Virginia, is restored to him with all the rights and privileges of ownership subject to the requirments of Par 8, Circular 15, Series 1865. War Dept, Bureau of R.F. & A.L. and upon the following conditions viz. -

1st  This property will be restored to Dr Thomas L. Warren, upon the expiration of the year 1866. up to which time the Bureau of R.F. &. A.L. leases it, paying rent for the same viz. - one fourth of the crop produced.

2d  That all freedmen and their families whom he, Dr Thomas L. Warren, may wish to remove from the said land at the expiration
