Headquarters Superintendent, Ninth District, Va.
Fort Monroe, Va., April 6th 1866

Circular No 5.

I.  Circular No 2, from these Head Quarters dated Feb. 26. 1866. is revoked and Assistant Superintendents will establish in their respective counties, such regulations, regarding trespass and stray animals as they may deem. expedient, continuing if they think proper the provisions of said circular.  The civil law is generally sufficient and will not be interfered with unless it is absolutely necessary so to do.

II.  No Assistant Superintendents will prevent the collection of lawful taxes from freedmen.

Taxes are payable and collected without distinction of color except so far as may be provided in the State law.

The action of the civil authorities in the assessment and collection of taxes, will however be carefully observed, and unjust
