Assistant Superintendents of the 10th Va District of B.R.F. and A.L. are hereby instructed to furnish these Head Qrs with a report of the number of paupers (colored) in their respective Sub Districts, giving in tabular form the names- age, when known- disability when it can be ascertained- and place of residence at the time the emancipation proclamation took effect January 1st 1863.

A report as to whether the overseers of the poor, have taken any steps toward providing for the colored paupers of their respective Counties, as well as the name of the President of the board of Overseers of the poor in each county will be required

These reports to be furnished with the least possible delay
