General Orders
No 1.

I.  In pursuance of Par. 2, Special Orders No 10. Head Quarters Asst. Commissioner, Bureau R.F. & A.L. Baltimore, Md. June 23d 1866, the undersigned hereby assumes charge of Freedmen's Affairs in the Shenandoah Division, comprising the Counties of Jefferson and Berkeley, W. Va, and the Counties of Frederick, Clarke, Warren, Shenandoah, Page, and Rockingham Va.

II.  The Shenandoah Division is divided into Sub. Divisions, as follows:
Sub. Division "A", will comprise the Counties of Jefferson and Berkeley, West Va.
Sub. Division "B", will comprise the Counties of Frederick and Clarke Va.
