I  Bvt. Brig. Genl. F. D. Sewall, Col. U.S. Vols. Asst. Inspector General, will proceed to Richmond Va. and communicate with the Assistant Commissioner as to the best measures to be adopted to provide for the freedmen collected in Camps or Colonies in that State, or to induce them to seek permanent homes elsewhere, with a view to the distribution of all such aggregations.

He will then, accompanied by an officer detailed for that purpose by Bvt. Maj. Genl. J. M. Schofield, visit Hampton, Yorktown, Norfolk, and such other fronts as may be deemed necessary to carry out the measures above indicated, observing the verbal instructions given him.

He will carefully inspect all Camps and Colonies under
